Biden on Medicare for All: “You’re Going to Have to Raise Taxes on the Middle Class”

Joe Biden criticized Elizabeth Warren during an NPR interview over her Medicare for All plan, saying that it cannot be done without raising taxes on the middle class and that he’s “realistic” for not supporting Medicare for All.

Here’s the key exchange:

Rachel Martin, NPR Reporter: “But you're not nearly as progressive on health care as other candidates in the race —”

Joe Biden:Because I'm realistic. Guess what? You're going to find $33 trillion in 10 years. And not raise tax? Look, you all are beginning to be little more honest than you have been. You're looking at now and saying, OK, those of you for "Medicare for All," you're going to have to raise taxes on the middle class. You let everybody not answer that question for the longest time."

I'll ask you rhetorical question, you can't answer. Do you think it's remotely possible to raise $3.5 trillion a year, more than every single penny we spend on every single thing in the federal government on a yearly basis, without raising taxes on the middle class? If you answer that question, then I'm ending the interview because you know it's not true. You gotta raise taxes.”

Biden has been very critical of both Bernie Sanders and Elizabeth Warren’s Medicare for All plan, telling both to “get realistic” during an interview with CNN’s Don Lemon on Nov. 22.

Biden also accused Warren of “making it up” on how she’ll pay for Medicare for All.

"She's making it up. Nobody thinks it's $20 trillion. It's between 30 and $40 trillion. Every major independent study that’s gone out there, that's taken a look at this — there's no way — even Bernie who talks about the need to raise middle class taxes. He can't even meet the cost of it,” Biden said during a PBS News Hour interview."

If you don’t think that Warren will need to raise middle class to pay for Medicare for All, just ask Sanders, who “wrote the damn bill,” as he likes to say:

"Yeah, [we'd have to] raise taxes on the middle class," Sanders told a CNN reporter after the July debate.

Elizabeth Warren promises that her Medicare for All plan will not raise taxes on middle class Americans, but keeps failing to mention that it would repeal the Tax Cuts and Jobs Act, having a huge impact on middle class taxes.

If Warren repealed the Trump Republican tax cuts:

-A family of four earning the median income of $73,000 would be stuck paying $2,000 more in taxes each and every year.

-A single parent with one child making $41,000 would pay $1,300 more in taxes each and every year.

Thanks to the Tax Cuts and Jobs Act:

  • A family of four earning the median income of $73,000 saw a$2,000 tax cut.

  • A single parent (with one child) making $41,000 got a $1,300 tax cut.

  • Millions of low and middle-income households are no longer stuck paying the Obamacare individual mandate tax.

  • Utility bills across all 50 states went down as a direct result of the TCJA’s corporate income tax rate reduction.

  • Small businesses saw a tax decrease because of the 20% deduction for small business income.

  • Taxes went down in every state and every congressional district.

A senior adviser to Bernie Sanders said in April that if Sanders is elected, he would “repeal the Trump tax scam.”

“I had the privilege of being with Bernie in '10 when he spoke on the Senate floor for 8 hours against extending the Bush tax breaks for the top 1%. When we are in the White House, yes we will repeal the Trump tax scam & create an economy that works for all of us,” Warren Gunnels, a senior adviser to Bernie Sanders tweeted in April. 

The promise by the Sanders campaign to repeal the tax cuts is a promise to raise taxes. If the tax cuts were repealed:

  • A family of four earning the median income of $73,000 would see a $2,000 tax increase.

  • A single parent (with one child) making $41,000 would see a $1,300 tax increase.

  • Millions of low and middle-income households would be stuck paying the Obamacare individual mandate tax.

  • Utility bills would go up in all 50 states as a direct result of the corporate income tax increase.  

  • Small employers will face a tax increase due to the repeal of the 20% deduction for small business income.

  • The USA would have the highest corporate income tax rate in the developed world.

  • Taxes would rise in every state and every congressional district.

  • The Death Tax would ensnare more families and businesses.

  • The AMT would snap back to hit millions of households.

  • Millions of households would see their child tax credit cut in half.

  • Millions of households would see their standard deduction cut in half, adding to their tax complexity as they are forced to itemize their deductions and deal with the shoebox full of receipts on top of the refrigerator.

In Vermont, where Sanders serves as a U.S. Senator, households making the state average income of $57,513, received a tax cut of around $1,472.48 according to a Tax Foundation report.

How the Trump Tax Cuts Have Helped Florida

Today President Trump will be hosting a campaign rally in Sunrise, Florida. Floridians are raking in the benefits of the Tax Cuts and Jobs Act, signed into law by Trump.

Thanks to the Tax Cuts and Jobs Act:

Tax cut: Every income group in every Florida congressional district saw a tax cut.

Doubled child tax credit: 1,244,430 Florida households are benefiting from the TCJA’s doubling of the child tax credit.

Standard deduction:  7,381,270 Florida households are benefiting from the TCJA’s doubling of the standard deduction.

Obamacare individual mandate tax relief: 375,930 Florida households are benefiting from the TCJA’s elimination of the Obamacare individual mandate tax. Most households hit with this tax made less than $50,000 per year.

Lower utility bills: As a direct result of the TCJA’s corporate rate cut, Floridians are paying lower utility bills. Lower electric, water, and gas bills help households each month, and also help small businesses operating on slim profit margins. Florida examples of utilities passing on tax savings to customers include – but are not limited to – Gulf Power Company, Tampa Electric, and Duke Energy Florida.

Thanks to the TCJA’s corporate tax rate cut – from 35 percent to 21 percent – and the TCJA’s 20 percent tax cut for small businesses, employers of all sizes are hiring, expanding, increasing pay and benefits, and paying special tax-cut bonuses:

​​​​​​Magellan Transport Logistics (Jacksonville, Florida) - Expanding facility operations, hiring more employees:

“Just last month, Mr. Speaker, I toured Magellan Transport Logistics, a service-disabled, veteran-owned logistics company in my hometown of Jacksonville, Florida. They are adding at least 100 new jobs in the next 5 years and were able to acquire a new 47,000- square-foot facility. During the tour of the facility, we were told by the company’s CEO that this expansion is a direct result of the tax cuts that the business received from the Tax Cuts & Jobs Act. This is just one example of the differences that these cuts are making to improve the way of life for countless Americans in Florida and across the Nation. Florida Concrete Unlimited (Miami, Florida) – Pay raises for all employees and higher year-end bonuses due to tax reform:

“My father and I decided, once this tax bill passed, the first thing that we should do is reinvest in the company. So we have extra cash available to give back to the employees instantly before we even felt the effects of the tax bill, we increased the bonuses for the year-end. So everybody got a little bit more in their paycheck at the end of the year for their Christmas bonus, about 20 percent more. Don Ramon Restaurant (West Palm Beach Florida) -- The Cuban restaurant gave bonuses and pay raises and in addition to installing new coffee machines and refrigerators will renovate and expand:

Because of the recently passed Tax Cuts and Jobs Act, we will pay lower taxes and qualify for higher deductions, leaving Don Ramon in a better position than ever before. We plan to open a takeout window and set up a customer bar, which would generate up to eight new jobs. We will also install new refrigerators and coffee machines, in addition to making much-needed renovations to better serve our customers.

Olive Garden owner Darden Restaurants on Monday said it would reinvest $20 million in tax savings this year back into its workforce.

Mike Zaffaroni calls the newest piece of equipment at his landscaping company in Jacksonville, Florida, his “Tax Cut Truck.”

He had long wanted to expand the services he offers to his customers and says the tax cuts President Donald J. Trump signed into law six months ago were the motivation he needed to buy the $80,000 truck and forklift.

“Without the tax cuts, we’re not so sure it would have been the right move for us financially,” he said.

Under the new tax law, Mr. Zaffaroni will be able to write off the entire cost of the purchase this year. Along with the lower tax rates and other benefits of the law, he says his accountant estimates he’ll save 7 percent to 10 percent on his taxes this year. That’s a big saving for a small company like his, and it’s money he’ll reinvest in his business.

“We’re going to be able to expand, we’re going to add a product line, we’ll be able to deliver more materials than we were able to before,” Mr. Zaffaroni said. “We’ve actually already hired another driver, so that also adds another job.”

I toured Mr. Zaffaroni’s company, Liberty Landscape Supply, soon after he was named Florida’s National Small Business Person of the Year, and just days after the truck was delivered.

Duke Energy Florida (St. Petersburg, Florida) – the utility will pass along tax savings to customers:

Duke Energy Florida today announced that customers will directly benefit from the new federal tax law and avoid a rate increase for power restoration costs associated with the company's response to last September's Hurricane Irma.

Instead of increasing customer rates, the company plans to apply federal tax reform savings toward those storm costs.

On Dec. 28, 2017, the company had filed for recovery of $513 million – $381 million for power restoration costs and $132 million to replenish the storm reserve fund. Residential customers would have seen an increase of $5.20 per 1,000 kWh of electricity on a typical monthly bill over a three-year recovery period – an average of $187.20. Commercial and industrial customers were expected to see an increase of approximately 2.5 to 6.6 percent, though bills would have varied depending on a number of factors.

Like many companies, Duke Energy has been working to analyze the benefits of tax reform.

Harris Corporation (Melbourne, Florida) -- Each of the 17,000 non-executive employees will receive 10 shares of common stock which will vest over two years. 10 shares of stock is currently worth $1,470; additional $300 million contribution to employee pension fund; $20 million in innovation investments:

Harris Corporation (NYSE:HRS) today announced that, as a result of the passage of the tax reform bill, the company anticipates making an additional contribution to its employee pension fund, increasing its investment in research and development, and providing a one-time stock grant to all of its non-executive employees. The actions are expected to occur within the company’s fiscal 2018.

To increase current and former employee retirement stability, Harris anticipates contributing an additional $300 million into the company’s employee pension fund.

The company also will invest an incremental $20 million in technologies to accelerate innovation and affordability initiatives for its customers. This investment in research and development will leverage and enhance the company’s strong engineering talent, strengthen Harris’ position and help it capture new market opportunities in areas such as small satellites, software defined electronic warfare systems, open systems avionics, robotics and air traffic management solutions.

Fleet Advantage (Fort Lauderdale, Florida) – New options for customers thanks to immediate business expensing in the tax bill:

The changes to the tax law for 2018 as a result of Tax Cuts and Job Act of 2017 have led more fleets to consider vehicle leasing, and many of those are smaller fleets and owner-operators who may have only sought out equipment on the used market previously.

James C. Griffin Jr., COO & CTO of Fleet Advantage, said the company has launched new flexible leasing programs in response to the tax changes to help fleets achieve more balance-sheet benefits.

“We got ahead of the tax changes and have some new lease products that take advantage of the tax changes,” Griffin said. Leases now hit the balance sheet at “net present value,” he said.

In addition to the depreciation aspect of the tax plan, Griffin said the flat 21% tax on corporations has also allowed Fleet Advantage to “do a little more predictable planning for our customers.

Apple Inc. told employees Wednesday that it’s issuing a bonus of $2,500 worth of restricted stock units, following the introduction of the new U.S. tax law, according to people familiar with the matter.

The iPhone maker will begin issuing stock grants to most employees worldwide in the coming months, said the people, who asked not to be identified because they weren’t authorized to speak publicly. The move comes on the same day Apple said it would bring back most of its cash from overseas and spend $30 billion in the U.S. over the next five years, funding an additional technical support campus, data centers and 20,000 new employees.

Apple expects to invest over $30 billion in capital expenditures in the US over the next five years and create over 20,000 new jobs through hiring at existing campuses and opening a new one.

Building on the initial success of the Advanced Manufacturing Fund announced last spring, Apple is increasing the size of the fund from $1 billion to $5 billion. The fund was established to support innovation among American manufacturers and help others establish a presence in the US. It is already backing projects with leading manufacturers in Kentucky and rural Texas.

Walmart -- 67,500 Floridians employed at 328 Walmart stores will receive tax reform bonuses and wage increases and expanded maternity and parental leave. Walmart employees who adopt children will be given $5,000 to help cover expenses.

Lowes 21,000 employees at 123 stores and two distribution centers in Florida. Employees will receive bonuses of up to $1,000 based on length of service, expanded benefits and maternity/parental leave; and $5,000 of adoption assistance.

Home Depot -- 153 locations in Florida, Florida-based Home Depot employees will receive bonuses of up to $1,000.

Starbucks Coffee Company -- (Multiple locations in Florida) -- $500 stock grants for all Starbucks retail employees, $2,000 stock grants for store managers, and varying plan and support center employee stock grants, totaling more than $100 million nationwide in stock grants; 8,000 new retail jobs; an additional wage increase this year, totaling approximately $120 million in wage increases, increased sick time benefits and parental leave. 

U-Haul (Multiple locations in Florida) – $1,200 bonuses for full-time employees, $500 for part-time employees.

Bank of America -- (Multiple locations in Florida) Florida-based employees of Bank of America will receive $1,000 bonuses.

Comcast (Multiple locations in Florida) -- $1,000 bonuses; Nationally, at least $50 billion investment in infrastructure in next five years.

FifthThird Bancorp150 locations in Florida; $1,000 bonuses; base wage will increase to $15 per hour.

Wells Fargo -- 614 bank locations in Florida -- Base wage raised from $13.50 to $15.00 per hour; $400 million in charitable donation for 2018; $100 million increased capital investment over next three years.

Bloomberg Endorsed a Carbon Tax

Michael Bloomberg is on record in support of a carbon tax, which would hit low income and rural households the hardest. 

The carbon tax is now part of the official Democratic platform and is a policy that 2020 Democrats such as Elizabeth Warren, Joe Biden, and Pete Buttigieg support.

“Putting a price on carbon emissions makes good economic sense no matter your political views.#CarbonDividends would benefit all Americans,” Bloomberg tweeted in 2017. 

He is also supportive of the Canadian carbon tax, and tweeted in April 2019 that the tax is “good for the economy.”

“Great to see Minister  @Bill_Morneau today as Canada’s federal carbon tax goes into effect. Fighting climate change with smart, market-based solutions is good for the environment and good for the economy,” he tweeted.

A carbon tax would significantly increase household costs such as cooling and heating, transportation, and groceries.

Carbon taxes are highly unpopular with voters. In fact, carbon tax advocates can’t even get a carbon tax passed in a single blue state, as this timeline shows.

Even Hillary Clinton decided against a carbon tax during her 2016 presidential race. Her campaign concluded a carbon tax would have a disproportionate impact on low income households. An internal campaign policy memo stated:

“As with the increase in energy costs, the increase in the cost of nonenergy goods and services would disproportionately impact low income households.”

The Hillary memo also notes the cost of the carbon tax will be borne by people:

“While oil, natural gas, and coal companies would be responsible for paying the fee, they would likely pass a significant share of the associated cost on to their customers.”

Carbon taxes also saddle state and local governments with huge costs. For example, a school district in Calgary was forced to kick 400 kids off the school bus program in order to pay a $3.3 million carbon tax bill.

It's no wonder conservative groups wrote a letter to Congress stating: "We oppose any carbon tax."

Joe Biden called out Bernie Sanders and Elizabeth Warren during an interview that aired Friday on CNN with Don Lemon.

“So the idea that you have to be in a position where you’re saying that we’re going to spend $30 trillion on healthcare we’re gonna tax the middle class to pay for it, we’re gonna take out $1.7 trillion and a...pay off everybody’s student loans. Let’s get realistic,” Biden said. 

Sanders and Warren are filled with plans that will inevitably raise middle class taxes substantially, such as Medicare for All, which will require $32 trillion in new taxes. 

Although Warren doesn’t want to admit it, her healthcare plan will raise taxes as well. Just ask Sanders, who “wrote the damn bill,” as he likes to say:

"Yeah, [we'd have to] raise taxes on the middle class," Sanders told a CNN reporter after the July debate.

In addition, her plan has one obvious middle class tax increase: repealing the Tax Cuts and Jobs Act.

 If Warren repealed the Trump Republican tax cuts:

-A family of four earning the median income of $73,000 would be stuck paying$2,000 more in taxes each and every year.

-A single parent with one child making $41,000 would pay $1,300 more in taxes each and every year.

The facts are, thanks to the Trump Republican tax cuts, middle class Americans received a tax cut. If you don’t believe us, just ask the New York Times, the Washington Post, CNN, and FactCheck.org:

  • CNN: “The facts are, most Americans got a tax cut.”
  • CNN: "In fact, estimates from both sides of the political spectrum show that the majority of people in the United States of America did receive a tax cut."

  • Washington Post: “Most Americans received a tax cut.”
  • FactCheck.org: "Most people got some kind of tax cut in 2018 as a result of the law."
  • FactCheck.org: "The vast majority (82 percent) of middle-income earners — those with income between about $49,000 and $86,000 — received a tax cut that averaged about $1,050.
  • New York Times also noted the “sustained — and misleading — effort by liberal opponents of the law to brand it as a broad middle-class tax increase.”
  • CBS News 60 Minutes: “Trump did give the middle class a tax cut.”

 

Thanks to the Tax Cuts and Jobs Act:

  • A family of four earning the median income of $73,000 saw a $2,000 tax cut.
  • A single parent (with one child) making $41,000 got a $1,300 tax cut.
  • Millions of low and middle-income households are no longer stuck paying the Obamacare individual mandate tax.
  • Utility bills across all 50 states went down as a direct result of the TCJA’s corporate income tax rate reduction.
  • Small businesses saw a tax decrease because of the 20% deduction for small business income.
  • Taxes went down in every state and every congressional district.

Cory Booker said that if elected, he would raise the capital gains tax rate during the MSNBC/Washington Post debate.

“I would tax capital gains like normal income,” Booker said.

Raising the capital gains tax would harm Americans’ ability to build a nest egg and hurt the value of their homes, farms, and businesses.

Booker told The Washington Post that he would also increase individual tax rates.

“We can start by implementing my plan to tax long-term capital gains and qualified dividends at the same rate as ordinary income through a “mark-to-market” framework, increasing individual tax rates, and raising rates and exemption levels for the estate tax,” Booker said.

Booker joins Joe Biden, Kamala Harris, and Pete Buttigieg in calling for a capital gains increase.

Americans for Tax Reform today released a video showing various 2020 Democratic presidential candidates all telling Elizabeth Warren one thing: you can’t have Medicare for All without raising middle class taxes.

Even Bernie Sanders, the “author of the damn bill,” as he likes to say, admits that middle class taxes will have to be raised in order to fund Medicare for All.

Elizabeth Warren adviser Mark Zandi wrote a CNN Op-Ed on Wednesday claiming that Warren’s Medicare for All plan “won’t raise taxes on the middle class,” but failed to point out that he previously stated that Warren would repeal the Tax Cuts and Jobs Act to finance the $52 trillion plan. Such repeal would impose steep tax increases on the middle class.

In the CNN op-ed, Zandi said that Warren “supports repealing Trump's tax cuts for high-income households to generate even more revenue for her plans.”

However, Zandi directly contradicts his letter to Warren on how to finance Medicare for All, when he helped write the following:

“You have identified two changes to corporate taxation that we estimate would generate $2.9 trillion in revenue between 2020 and 2029. These estimates assume the repeal of the Tax Cuts and Jobs Act of 2017 (TCJA), which you have previously proposed.

Warren took that suggestion and put it in her Medicare for All plan, which was released on November 1.

“Next, we can make some basic changes to ensure that large corporations pay their fair share and to fix some fundamental problems with our current approach that actually encourage companies to shift jobs and investment overseas. These changes will generate an estimated $2.9 trillion over the next ten years,” the Warren plan says.

In Zandi’s Op-Ed, he fails to acknowledge that Warren does, in fact, support repealing the entire TCJA, which would result in a massive middle class tax increase.

If Warren repealed the Trump Republican tax cuts:

-A family of four earning the median income of $73,000 would be stuck paying$2,000 more in taxes each and every year.

-A single parent with one child making $41,000 would pay $1,300 more in taxes each and every year.

Warren said in a campaign video that her plan “doesn’t raise middle class taxes by one penny” however, a repeal of the TCJA would include a guaranteed tax increase on the middle class.

CNN themselves even clearly stated that Warren would repeal the Tax Cuts and Jobs Act, having an adverse effect on middle class Americans.

“And, buried in the footnotes of the proposal is the assumption that these earnings would be taxed at higher marginal income tax rates due to the full repeal of the 2017 Republican tax cuts. The law reduced the top rate, which benefited the wealthy, but it also lowered other rates, which helped a large share of the middle class.

In addition, Warren has already said that she’d use the money from reversing the Tax Cuts and Jobs Act to fund her climate plan. 

The facts are, thanks to the Trump Republican tax cuts, middle class Americans received a tax cut. If you don’t believe us, just ask the New York Times, the Washington Post, CNN, and FactCheck.org:

  • New York Times also noted the “sustained — and misleading — effort by liberal opponents of the law to brand it as a broad middle-class tax increase.”
  • CBS News 60 Minutes: “Trump did give the middle class a tax cut.”

 

Thanks to the Tax Cuts and Jobs Act:

  • A family of four earning the median income of $73,000 saw a$2,000 tax cut.
  • A single parent (with one child) making $41,000 got a $1,300 tax cut.
  • Millions of low and middle-income households are no longer stuck paying the Obamacare individual mandate tax.
  • Utility bills across all 50 states went down as a direct result of the TCJA’s corporate income tax rate reduction.
  • Small businesses saw a tax decrease because of the 20% deduction for small business income.
  • Taxes went down in every state and every congressional district.

Elizabeth Warren said that Medicare for all would cover “everyone,” including illegal immigrants, during a forum hosted by an advocacy organization on Friday.

Warren: “Medicare for All, as I put this together, covers everyone, regardless of immigration status.”

According to The Pew Research Center there are 10.5 million illegal immigrants living in the U.S.

Warren has previously come under fire from other Democratic candidates over her Medicare for All plan. Joe Biden and other candidates have pointed out her plan will raise taxes on the middle class.

Biden’s campaign said that Warren “has been lowballing the cost” of her Medicare for All plan, calling middle class tax increases “inevitable.”

“Senator Warren has spent months dodging questions about how she’d need to raise taxes on the American middle class in order to pay for her single payer health care plan, and on Friday she confirmed why: because it would,” his campaign said.

The plan also repeals the Tax Cuts and Jobs Act, as ATR noted, which would come with a guaranteed tax increase for middle class Americans.

Even Bernie Sanders, who “wrote the damn bill,” as he likes to say, admits that middle class taxes would go up under Medicare for All.

"Yeah, [we'd have to] raise taxes on the middle class," Sanders told a CNN reporter after the July debate.

Warren has continuously dodged the middle class tax question, and tried to dodge it for a total of 28 times, as Americans for Tax Reform has documented.

As the Washington Post reported, Kenneth Thorpe, chairman of the health policy department at Emory University directly said that the plan will hit the middle class. “There’s no question it hits the middle class,” he said.
