Governor Mitt Romney
Office of the Governor
Room 360
Boston, MA 02133

Dear Governor Romney,

Thank you for your work on behalf of Massachusetts taxpayers. Your efforts to reduce state spending and prevent tax increases demonstrate principled leadership.

Recently it has come to my attention that the Legislature has sent a conference committee report to your desk regarding a supplemental rebate.

Supplemental rebates imposed upon pharmaceutical companies do not result in reduced state spending or Medicaid expenses, as proponents suggest. Supplemental rebates are a tax levied against an industry conducting business with a state.

I strongly encourage you to oppose and veto any and all efforts to impose a supplemental rebate program on pharmaceutical companies conducting business with Massachusetts.

Included with this letter is a Legislative Alert detailing the many reasons why supplemental rebates are poor public policy and cause taxpayers\’ burden to increase. I hope that you will review these talking points and contact me if you require additional materials.

Americans for Tax Reform (ATR) anticipates your continued success fighting for the interests of taxpayers. Your administration has shown the rest of the nation\’s governors what it means to produce sound fiscal policy during extremely difficult legislative sessions.

Onward,
Grover G. Norquist
