Gov. O’Malley’s budget would raise the income tax on 1 in 5 Marylanders, impose a “flush tax” increase on water and sewage usage, increase taxes on cigars and other tobacco products by 70-percent at the wholesale level, and expand the state’s sales tax to internet sales and gasoline.
