Americans for Tax Reform President Grover Norquist testified to the North Dakota House Committee on Finance and Taxation Wednesday in support of House Bill 1158, legislation that would cut the state income tax to a flat rate of 1.5%.

“This would give North Dakota the lowest flat tax of any state in the nation, making the state tax climate one of the most welcoming in the country,” Norquist testified.

North Dakota Governor Doug Burgum was first to testify in support of the bill, which fits with his calls late last year for tax relief and a flat tax.

The Governor said the bill will “allow working families to keep more money in their paycheck as inflation and rising interest rates continue to eat away at family finances,” and added “with the state’s incredibly strong balance sheet, our strong revenues with the environment that we’re in and competing for workforce, now is the right time for meaningful permanent income tax cut.”

In prior sessions income tax cuts have passed the House. With Governor Burgum’s strong support, the Senate will be the key stop.
