ATR has released a study of the effect of excise taxes in the Senate Finance Committee's health care bill. These taxes are on drug companies, device makers, and insurers, and will be passed through to families in the form of higher premiums. The study gives impact numbers for every state, broken down both individually and by family. Find the PDF here.
Methodologically, the numbers are based on the Census data for all privately insured individuals in each state in 2008. The study does not account for population growth. Per-state division of the total U.S. tax is based on each state’s privately insured population as a percentage of the total U.S. privately insured population.
