a bit confused, the HR 3590 appears to be the Service Members Home Ownership Tax Act of 2009. I not sure what this has to do with health care. Could someone please explain or is this a typeo?

The House bill is just a shell. The components will be replaced by what is seen in the PDF. This is because tax bills cannot originate in the Senate, so an existing House bill is gutted.
